Solar imports from India, Indonesia, Laos to be tariffed beginning in November

By Kelly Pickerel | October 14, 2026

The U.S. International Trade Commission (ITC) has found that the domestic solar panel manufacturing industry has been harmed by unfairly priced imports from India, Indonesia and Laos. The affirmative final determination by the ITC means that antidumping and countervailing duties (AD/CVD) will be placed on silicon solar cells and modules imported from the three countries.

The Dept. of Commerce issued its final tariff calculations in this AD/CVD investigation last month. Now with the ITC’s affirmative final decision, Commerce will issue its orders on November 2, and then Customs and Border Protection will begin collecting cash deposits on imports of subject solar cells and modules from India, Indonesia and Laos.

The Alliance for American Solar Manufacturing and Trade, a group of domestic solar manufacturers, petitioned the government in July 2025 for the AD/CVD investigation, alleging that solar panel manufacturers had relocated their operations to India, Indonesia and Laos to avoid existing tariffs placed on imports from other locations. Today’s ITC vote brings a conclusion to the 15-month investigation.

“Today’s vote confirms that U.S. solar manufacturers and workers have been harmed by dumped and subsidized imports from India, Indonesia and Laos. With these orders, fair competition is strengthened just as America needs more domestic energy production to power AI and data centers, secure its energy independence, and keep electricity reliable and affordable. U.S. manufacturers are ready to compete, and now they can,” said Tim Brightbill, co-chair of Wiley Rein’s International Trade Practice and lead counsel to the Alliance.

There are now AD/CVD orders placed on solar imports from a range of countries: China, Taiwan, Cambodia, Malaysia, Thailand, Vietnam, India, Indonesia and Laos. Commerce is also considering tariffs on solar imports from Ethiopia and South Korea, and those investigations are ongoing.
