RFP for EPC services on two solar landfill projects outside Cleveland

CEP Renewables has announced a request for proposals (RFP) for EPC services for two solar projects outside Cleveland, Ohio. Both projects are in Cuyahoga County and are in conjunction with Cuyahoga County’s Climate Pollution Reduction Grant and are part of CEP Renewables’ broader effort to transform closed landfills into productive renewable energy assets, creating environmental and economic value for the surrounding communities.

The projects include a 6.02-MW system at Brooklyn Landfill and a 3.78-MW system at Harvard Landfill.

CEP Renewables is seeking qualified EPC firms with proven experience in landfill solar development to design, procure, construct and commission ground-mounted PV systems at both sites. Ideal respondents will demonstrate a strong track record of regulatory compliance, engineering excellence, and successful project delivery on similar brownfield or landfill sites.

CEP is holding optional site visits on June 17, 2025. The visits will first start at 10 a.m. at Brooklyn Landfill (9400 Memphis Avenue, Brooklyn, Ohio) with a visit to the Harvard Landfill immediately after.

The proposal submission deadline is July 10.

Interested EPC firms can obtain the RFP package by going to the CEP Renewables website and clicking on Harvard/Brooklyn RFP. Proposals must be submitted according to the guidelines outlined in the RFP documentation.
