Floating solar has a lot of prospect in some Africa nation with so much water like Lagos in Nigeria, but my concern is the unstable rise and fallen of water level in some areas.

Regarding the rise and fall of water level, climate change is a major cause of this effect, The floating Solar would cause a negative effect of the climate action, there by cooling the water bodies, thus reducing the fall of thw water level and help sustain the water body over a long time.
