Total cost of ownership is the main issue with tracking. More equipment, more maintenance and more repair.
As more systems migrate north, I’d expect someone to use trackers to remove snow by inverting the panels as needed. This may also reduce the need for cleaning even if they are just set vertical, reducing the amount of debris falling onto the panels. Changing position may also help automated cleaning, through methods yet to be deployed.
