Commerce announced the initiation of antidumping duty (AD) and countervailing duty (CVD) investigations of imports of certain crystalline silicon photovoltaic products from China (AD/CVD) and Taiwan (AD). Commerce currently has existing AD and CVD orders on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China. The scope of these investigations specifically excludes those products covered by the scope of the existing AD and CVD orders on solar products. Crystalline silicon photovoltaic cells typically form the basic element of solar panels, modules, and/or laminates but can be used in other products as well, including building integrated materials.
Next Steps: The U.S. International Trade Commission (ITC) is scheduled to make its preliminary injury determinations on or before February 14, 2014. If the ITC determines that there is a reasonable indication that imports from China and/or Taiwan, materially injure, or threaten material injury to, the domestic industry, the investigations will continue, and Commerce will be scheduled to make its preliminary CVD determination in March 2014 and its preliminary AD determinations in June 2014, unless the statutory deadlines are extended.
